On January 24, 2024, Indiana State Trooper, Gage Cummings submitted a sworn Affidavit of Probable Cause to the Pike Circuit Court in 63C01-2301-CM-000022, State v. Li. The following excerpt is quoted directly from Trooper Cummings’ filing:

“I observed a black, 2023 Volvo C40 (TCW2162 through Texas) traveling north on l-69 that appeared to be traveling at a high rate of speed, passing other vehicles. I activated my front radar and it showed the vehicle was traveling at 102 mph in a posted 70mph speed zone. The vehicle then suddenly slowed to 86mph as it passed me. As I was catchig up with the vehicle, it appeared to speed back up. I caught up with the vehicle near the 47mm and paced it at 124mph, the vehicle then slowed down and I paced it again at ll5 mph. I activated my emergency lights to initiate a traffic stop. The vehicle came to a stop in the median of 1-69 at the 48mm.”

According to the paperwork, Mr. Li, of Brooklyn, New York had an “unknown” social security number and a New York Driver’s License. He was arrested and charged with Reckless Driving, prior to posting $250 to be released on bond for the class B misdemeanor charge.
